Well one is that Few undyings are still in the burial land and the ones there are kinda like the big bosses of the foreign realm. Maybe (Kun Di and Shuto) cause we saw their silhouettes at the imperial pass.
So without them no one knows what exactly to do with Shi Hao.
Second is that they have tried what they can already to him (torturing and refining him) and they still got nothing important.
For now all they can do is free and let him roam the land while secretly watching him, you knows he might fall in love with the realm and decide to stay ( at least that’s what they think) till the undyings from the burial region comes back

He brought them over and gave them immortal ancient wine from the last great era( only the fragrance made almost everyone below self release pass out) then a supreme being drank it and immediately staggered and sat to comprehend the dao.
Gu Yi and Shi Hao then went to the underground world (Chi Menghong was supposed to be here but guess the studio wants to introduce him in the next episode) he noticed Gu Yi and Shi Hao leaving and told Gu Yi that if he suspects anything like betrayal, he’s whole clam would he wiped out.
When Gu clan ancestor opened his eyes in the outside world, in heaven and earth, primal chaos lightning and thunder erupted, immortal mist covering the sky. It was unknown just how many tens of millions of miles of earth collapsed, the most terrifying earthquake trembling.

when Shi hao was freed, he roamed parts of the Foreign Realm for a two months (some people were still following him to see what he’ll do) he went to the Great yin river which we saw he caught a cooled a dragon fish. He went to the sun setting valley (Golden crow death place) he went to the great grand mountains and then red beast king immortal land outer region.

All these places he went, he always stopped to comprehend the great dao or a technique.
At red beast king immortal land outer region he met an old man In grey told him not to enter any further which he didn’t, Shi hao only stood there for days learning few things that happened in the past.
The old man later followed Shi hao to guide him and that was where he learnt about the great dao comprehension mountain and tea tree.
Shi hao arrived at the mountain( it’s said that one is but a speck of dust on the stone stairs compared to the whole Dao comprehension mountain and the Dao comprehension tea tree only gives out 3000 leaves when it fully blooms).
When he reached the foot of the mountain he saw a child and her grand mother being stomped on ( studio only showed the child) he defeated the lackey and took both child and the grandmother up the mountain.
Where he met the emperor clan son in-law and his lackeys (it was said that he’s to marry chi Menghong sister a direct descendant of the red beast king) they are pavilions, waterfalls and kiosks close to the stairs for relaxing ( he saw the son in-law eating children, their mouth and body were sealed so they couldn’t move but only cry 😪)
Shi hao got angry and killed the lackeys he didn’t fully kill them he left their heads rolling on the ground so they could feel fear of death and watch him kill the emperor’s son in-law, after he killed the son in law.
He then bursts all their heads under his feet as he steeped up the mountain (with the girl her grandmother and the children who were inside a giant jade plate).
