Listen kid, good movies/drama series/animes/etc. will have a good portion of romance and actions. A little bit of not-so-vulgar sexual scenes (such as some sexy girls) should also be acceptable.
By doing this, the movies/drama series will cover many segments of watchers. Those who like actions only (kiddos), those who like romance only (women) and those who like both romance and actions plus a little bit sexual scenes (normal adult men).
All legendary box office movies/drama series will always have those 2 factors, besides of course the good storyline and the superb execution of the movies in general.
In regards to harem, it is OK with just 1 girl if the movies are short like those in theatres. But for long drama series, 1 girl only will be very boring thus lack of romance, because 90% of the drama will be action only, which is not an ideal portion.
Long drama series should have multiple girls to keep the drama attractive, besides of course again the storyline itself.
