What dumb concept is it that he has to re learn his own techniques again now? Even if he has regressed in cultivation,how can he forget his own techniques? And don’t give me the reson his cultivation is not enough..if his cultivation is not strong enough than how can he learn it when there is a need for that technique? It’s just dumb writing..the story was good but the dumb author doesn’t know how to make it interesting for the readers/viewers.
I mean he is rebon in past where he was a teenager and in his past life he was already 1000 years old, his body was fitting his level of cultivation.
But now that he is back in the past, his body doesn’t fit his old cultivation.
Even though he remembers his old cultivation techniques or even if he has acces to most of them, his body doesn’t have the right strength and physical endurance.

And it’s connected to the dantian (energy centers) to the rest of the body, allowing to store and circulate energy to enhance strength, speed, and techniques.
In that same episode he opened the nine Meridians, that’s why he was already level 3 of Body refinement.
And he has in him the nine suns scrpture and the heavenly emperor’s power in him but his physical body is too weak.
So he said it’s hard to control and use the power.
So he must reach the other realms in his cultivation to be able to find a way to control his soul power.
That’s why he can’t use most of his techniques and the techniques he can use is because of the nine suns scrpture.
lt seems to be the formation in his body that stocks his techniques in the form of scrolls.
