From Budan’s inner monologue, he’s trying to pass the mantle to MC/King of Light by failing and also by getting the hardliners killed. I’m not sure I would approve of his methods, though. He’s putting the already meagre number of troops (in comparison to the Demon Army) into a meat grinder, and it limits the options that MC will have when he re-obtains his commanding position.
