My guess is there is 40 episodes in total and the 28 episodes are either the first part of season 6 and the 12 episodes remaining after that will be part 2 of season 6.
And if this season is really over. Then the 12 episodes remaining will be the season 7.
The episode count is for end of story, not end of season. Most likely this season has 28 episodes and there will be another 12 episode season. Tencent released episode 21 to 28 as “pre-release screening” which is a Tencent strategy to earn some money off a not-too-popular series by releasing all episodes up to the final episode of the season. These 8 episodes are available on a pay-to-unlock basis.
