Ok so i get that the Council head is having internal conflict because he is trying to remove dessenters to his ideology [at least thats the way it seem]. But how can the other Clans and Council literally sit by and just let the Ling Clan make shit up to murder entire communities of people. If anything this would cause more rebellion long term because the Council [or at least Ling’s] would be seen as far to tyrannical.
